From Concept to Public Private Partnership, CCDC and Boise Caddis Celebrate the Opening of Jules on 3rd

Jules on 3rd – Project Rendering

Downtown’s newest residential development is kicking off First Thursday with a grand-opening celebration.

Jules on 3rd, an 8-story mixed-use, residential building, brings 173 apartment units and 394 structured parking spaces to the Central Addition District. In addition to housing, 4,000 square feet of the building will be dedicated to public and retail use. Jules features state-of-the art amenities and is within walking distance of restaurants, shopping, and Boise’s oldest park, which provided inspiration for the building name, Julia Davis Park.

CCDC partnered with project developer River Caddis on infrastructure improvements that prioritize sustainability and the pedestrian experience, such as storm water improvements, wider sidewalks along Myrtle, and enhancing the important connection at 3rd St between downtown and the park.

Public investments in Boise’s downtown caught the attention of River Caddis, who recognized an incredible community and shared in the same visions for a connected, energized downtown neighborhood. Through CCDC’s Participation Program a public-private partnership was established to deliver an important housing asset to Boise.

When the project was introduced to the CCDC Board of Commissioners in March of 2019 Kevin McGraw, President of River Caddis remarked, “It has been wonderful to work with you guys. John Brunelle and his CCDC team are the first people I met here about two years ago. We appreciate the professionalism on so many levels, so thank you.” A convergence of vision and long-standing planning efforts forged a public-private partnership to see Jules on 3rd fully realized.

CCDC has had high ambitions to see this area of the River-Myrtle Old Boise District transition back to an active, urban neighborhood. The agency made significant investments in the improvement of Broad St, just a few blocks east of Jules, in 2016. Neighborhood improvements, totaling $6.2 million, has catalyzed significant private investment in the neighborhood, and Jules on 3rd is the most recent and beautiful example of community development and what is achievable through vision, creativity, and collaboration.
