Lusk District Redevelopment
1025 S. Capitol Boulevard and 1020 S. Lusk Street
A Type 3 Participation Program partnership that will bring affordable housing, public parking, and improved infrastructure to the Lusk District.

Background
The Lusk District Redevelopment project, located within the Shoreline Urban Renewal District, currently provides some of Boise’s most affordable housing. The City of Boise owns and manages 110 apartments between Capitol Boulevard and Lusk Street. Due to their aging condition and need for significant repairs, the City of Boise will redevelop these properties to better serve current and future residents.
Since 2022, the City of Boise has been working in partnership with J. Fisher Companies to create a shared vision for the site. This vision reflects community input and focuses on maintaining affordability, supporting existing tenants, and strengthening the character of the Lusk District.
The Shoreline Urban Renewal District Plan, adopted in 2018, identified the need for improved infrastructure and additional parking in the Lusk neighborhood. Limited sidewalks, stormwater challenges, and floodplain considerations have constrained development and impacted on-street parking. CCDC’s portion of this project responds directly to those needs while aligning with the broader goals for mixed-used development in the area.
Project Summary
The Lusk District Redevelopment is a proposed mixed-use project that will transform approximately three acres at 1025 S. Capitol Boulevard and 1020 S. Lusk Street into a connected, sustainable community that integrates with the characteristics of the Lusk neighborhood and brings much needed affordable homes to Boise.
The project includes:
- 337 affordable apartment homes, restricted to an average of 60% Area Median Income, significantly expanding the supply of affordable homes in Boise
- 10,000 square feet of retail or food and beverage space along Lusk Street, designed to complement existing neighborhood businesses
- 361-parking spaces in a public parking garage, operated by ParkBOI, to serve residents, visitors, local businesses, and nearby Boise State University
- A pedestrian-focused design, improving safety and connectivity throughout the site
The design is a multi-story building taking into consideration the location’s floodplain constraints. It also includes necessary infrastructure upgrades such as streetscapes, utilities, and stormwater improvements.
CCDC’s Participation Program helps fund these public improvements and supports the financial feasibility of affordable housing. This partnership allows the project to deliver long-term community benefits while encouraging continued investment in the area.

Construction is slated to begin in fall 2026.
