Background

Roe Street Multi-Family Homes is a project located on a 1.92-acre Agency-owned property within the State Street Urban Renewal District, a key corridor identified for reinvestment, housing, and improved connections for people walking, biking, riding transit, and driving.

CCDC acquired the property in 2025 to support thoughtful redevelopment that adds new housing options, including affordable homes, and improves access to nearby transit, businesses, and neighborhood services.

CCDC is now preparing to release a Request for Proposals (RFP) to identify a development partner to redevelop this site.

 

Project Summary

The Agency is preparing an RFP to select a development partner to deliver new housing and community benefits that support the long-term vision of the State Street corridor.

The future development will prioritize four key areas: housing, design, mobility, and economic opportunity. Together, these priorities aim to create more housing options, including affordable homes, support economic vitality, and make it easier and safer for people to bike, walk, and access transit along the corridor.

By guiding the development of this property, CCDC will ensure the project provides long-term benefits to the community, such safer and more accessible streets and pathways, better access to nearby businesses and transit, and thoughtful growth that supports both current residents and future neighbors.

 

Timeline

  • Fall 2025 – Property Acquisition by the Agency
  • Spring 2026 – Request for Proposals Published
  • Early Summer 2026 – Submissions Deadline
  • Winter 2026 – Winning Proposal Selection
  • Summer 2027 – Negotiation of Disposition and Development Agreement
