CCDC Expands Housing Opportunities with New Roe Street Multi-Family Homes Project in the State Street Urban Renewal District
April 15, 2026BOISE, Idaho – Capital City Development Corporation (CCDC) today announced the release of a Request for Proposals (RFP) for Roe Street Multi-Family Homes, a new housing opportunity in northwest Boise that builds on the agency’s continued investment in housing affordability through its Type 5 Participation Program.
The RFP invites development teams to partner with CCDC to transform a 1.92-acre, agency-owned site at 8306 W. State Street into a high-quality, transit-oriented residential community that delivers attainable housing for Boise residents.
“This project reflects CCDC’s commitment to making housing more attainable for working households while shaping the future of the State Street corridor,” said John Brunelle, CCDC Executive Director. “Through our Participation Program, we’re able to strategically invest in projects that may not otherwise be feasible in today’s market, helping deliver real housing solutions for our community.”
The Roe Street opportunity is made possible through CCDC’s Type 5 Participation Program, which allows the Agency to partner with developers by reducing upfront land costs and reimbursing eligible public infrastructure investments after project completion. This approach helps close financing gaps that have increasingly challenged housing development, particularly for projects serving households at or below area median income. CCDC has successfully utilized this model in prior housing developments, including Ash Street Townhomes and The Martha, both of which expanded access to high-quality, attainable housing in Boise through public-private partnership.
The Roe Street Multi-Family Homes project is designed to deliver a minimum of 70 residential units, with the potential to exceed 120 units depending on the proposal. The development will include long-term rental housing with average rents affordable to households earning up to 100% of Area Median Income (AMI), with affordability requirements in place through 2041 to ensure lasting community benefit. A mix of unit types, including family-friendly options, along with modern amenities and durable construction materials, will support a range of housing needs and contribute to long-term neighborhood stability.
Located along one of Boise’s primary corridors, the site is positioned to support the vision for a more connected, transit-oriented future. Planned investments along State Street, including transit service, pedestrian pathways, and improved multimodal connectivity, will provide residents with greater access to jobs, services, and amenities. By emphasizing walkability and access to transportation options, the project will help create a more connected and accessible neighborhood.
The Roe Street project reflects CCDC’s broader strategy to address housing needs while strengthening neighborhoods through targeted public investment. By leveraging its participation tools, CCDC is working to increase housing supply across income levels, reduce barriers to development in challenging market conditions, and deliver long-term community benefit through thoughtful, coordinated investment.
