Roe Street Multi-Family Homes
Capital City Development Corporation (CCDC) is inviting proposals to redevelop Agency-owned property at 8306 W. State Street. This opportunity calls for a forward-thinking development team to deliver transit-oriented housing that supports the evolution of State Street into a more connected, multimodal, mixed-use corridor.
The Roe Street Multi-Family Homes project will help expand housing options, create a more walkable environment, and improve access to transit, services, and everyday amenities. This offering is part of CCDC’s Participation Program and reflects the Agency’s commitment to partnering on projects that bring long-term value to the community.

Questions and Clarifications (Answered in Order Received)
1. Is the Roe Street RFP limited to developers on the City of Boise’s preferred developer list. We’re very interested in submitting a proposal but wanted to ensure the opportunity is open to all qualified developers before moving forward.
Answer: The Roe Street Multi-Family Homes RFP is open to anyone. There are not limitations on who can submit a proposal.
2. We’re beginning to take a look at the Roe Street Homes project. Can you provide an overview of Phase 1 of Limelight Village, including which development group delivered Phase I and how the RFP process went?
Answer: Phase 1 of Limelight Village was not developed in association with CCDC.
3. It appears the site may accommodate approximately 120 units, can you confirm if that’s correct?
Answer: Dependent on zoning, proposed unit size, and unit mix, it is estimated that the site may accommodate 120 or more units.
4. Are you able to expand on what financing constraints led to the 70 unit Limelight Village development being unable to proceed?
Answer: CCDC does not have access to the former project’s financial information, and we are unable to expand on its contemplated financing. The RFP notes that, in the Boise market, challenging economic conditions and recent increases in construction costs have created financial constraints impacting some multi-family projects.
5. I’m reviewing the Roe Street RFP and had a quick question on the bicycle parking for visitors near the main entries. Does the evaluation place any weight on how that’s executed (for example covered vs standard racks), or is it mainly about meeting the requirement?
Answer: Yes, evaluation will consider how well visitor bike parking is executed.
