ECONOMIC DEVELOPMENT
Opportunity Zones
Idaho’s Opportunity Zone Advisory Council has submitted its recommended census tracts to Governor Little for consideration under the federal Opportunity Zones 2.0 program, including several tracts within CCDC urban renewal districts. In May, CCDC submitted a letter of support endorsing the City of Boise’s recommended nominations, citing the opportunity to leverage existing public investments and attract additional private capital for housing, employment, infrastructure, and redevelopment. The Governor will submit Idaho’s final nominations to the U.S. Treasury later this year, with approved designations taking effect in 2027.
PARKING & MOBILITY
ParkBOI Rate and Product Analysis: The Board adopted Resolutions 1963 and 1970, approving adjustments for rates with an effective date of August 1, 2026 and a staggered adjustment for hotel overnight rates and reserved stall rates beginning January 1, 2027 and culminating January 1, 2028. . ParkBOI Security Camera Upgrades:
ParkBOI Marketing Campaign: With the adoption of new and expanded ParkBOI pass products at the April 2026 Board meeting, the Agency is developing a marketing campaign to increase awareness and educate individual parkers, business owners, and prospective downtown commercial tenants about the ParkBOI system parking opportunities and the value that ParkBOI provides to the community. This effort included revisions to the ParkBOI.com website and targeted outreach to various audience groups. Staff will be performing secondary outreach efforts in fall 2026 to reach additional customers. Project Lead: Zach Piepmeyer & Lana Graybeal
ParkBOI 2026 Structural Condition Assessment: Every five years, the Agency engages a structural engineer to visually inspect all ParkBOI garages. Under this effort, the engineer evaluates all observable forms of deterioration present in the garage, generates a report of their findings, and prepares a list of recommended repair work. This list of repair work then informs the Agency’s parking capital improvements program. The most recent condition assessment was performed in 2021/2022. Out of that effort came numerous projects such as structural concrete repair work at 10th & Front. The Agency prepared a Request for Qualifications (RFQ) for a structural engineer to provide condition assessment services to the agency and distributed the RFQ to two consultant firms from the Agency’s On-Call Structural Engineering roster. Both firms submitted responses to the RFQ, which were reviewed and scored by an evaluation committee of ParkBOI and Agency staff. Walker Consultants was selected as the highest-ranked firm. The Agency anticipates the condition assessment being completed in late 2026 timeframe. Project Lead: Zach Piepmeyer
ParkBOI Parking Operator Procurement: The parking operator contract expired on September 30, 2026. In anticipation of this, the Agency released a Request for Qualifications for Parking Operator to on May 6, 2026. Statements of Qualifications (SOQ) from prospective operators were due to the Agency on June 16, 2026. Four (4) firms submitted SOQ by the deadline. An evaluation committee consisting of Agency employees, a City of Boise representative, a BSU representative and the ownership partner at the 11th & Front garage evaluated the SOQs and ranked respondents. The Car Park was unanimously identified as the top-ranked firm. The Board approved the RFQ ranking at the August 10, 2026, Board meeting. Staff then negotiated a new Parking Operations Agreement, which took effect October 1, 2026. Project Lead: Zach Piepmeyer
9th & Front Stair Tower Enclosure and Elevator Modernization: This two-part project at the 9th & Front ParkBOI parking garage consists of the modernization of three elevators and the enclosure of the two stair towers. An assessment completed in early 2024 determined that the three existing parking garage elevators are approaching the end of their service life and need modernization. The garage also exhibits two external stair towers with open-air designs that require regular maintenance to ensure the structural integrity and safety of the towers. In 2025, Cushing Terrell was selected as the design professional of record and Andersen Construction as the CM/GC. This project aims to protect and extend the lifespan of CCDC’s assets, while improving the functionality of the property and ensuring a safe environment for all users.
Construction is underway on the west stair tower, and the elevator and stairs are closed to pedestrians, with pedestrian access rerouted to the east stair tower on 8th Street. Andersen Construction has completed excavation of the new footings and foundations and is currently preparing to install formwork and reinforcing steel prior to pouring the concrete footings and grade beams that will support the new structural steel frame. The elevator modernization work is also in progress, and the new equipment has been placed in the west mechanical room. Project Lead: Kassi Brown
11th & Front Repairs Project: This project includes a series of Tier 1, 2 and 3 repairs originally identified in the 2022 KPFF Structural Condition Assessment of the 11th & Front garage. KPFF has been selected from the On-Call Structural Engineering roster to assess the condition of the garage, perform design services for needed repairs, prepare bid documents, assist with bidding, and perform construction administration of the project. KPFF is currently preparing preliminary design documents. Project is anticipated to be constructed in spring/summer 2027. Project Lead: Zach Piepmeyer
Capitol & Main Garage Membrane Project: KPFF is the design engineer for this project and will also provide construction administration services until project completion. In the design, a roof top closure gate is being added to help prevent nighttime vandalism via burnouts on the roof. Level 5 of the garage will receive a full membrane replacement, and new parking line striping as well as structural repairs to the elevator tower walls and roof top columns, as well as water ponding repairs on the roof deck. Five bids were received on July 29, 2026, at 3pm, and Consurco was the lowest responsive bidder. Consent items will be presented at the August board meeting. The project was approved by the board and Consurco was sent a notice to proceed letter August 19,2026 and mobilized September 8. Open Streets Boise
CCDC participated in Open Streets Boise on September 27, 2026 as an opportunity to connect directly with the community and share how the agency’s work supports safer, more connected ways to move around Boise. The event aligned with CCDC’s key mobility strategy while creating a fun, approachable setting to educate attendees about current projects and investments.
Boise Entrepreneur Week
CCDC served as the presenting sponsor of Boise Entrepreneur Week, supporting Boise’s entrepreneurial community and the people and ideas that contribute to a thriving local economy. As part of the event, CCDC Development Director Doug Woodruff joined Trailhead Executive Director Jacob Grinwis for a live session exploring the “CCDC Effect” and how strategic public investment and partnerships have shaped Boise’s growth and economic development.
