ECONOMIC DEVELOPMENT
1025 S. Capitol Blvd. – Capitol Campus: J. Fisher Companies plans to construct a mixed-use project on property owned by the City of Boise. The project will include approximately 360 income-restricted housing units at 60% of Area Median Income, 12,000 square feet of Lusk Street retail or light food and beverage space, and a public parking garage with at least 330 stalls. The J. Fisher team has been working with the Agency on a Type 3 Participation Program application. The project was presented to the Board during a work session on April 14, 2025. A letter of intent outlining the proposed partnership was approved by the Board at the February meeting. The letter of intent includes the purchase of a 250-stall parking condominium for $16 million and reimbursement of eligible public improvements up to an estimated $3.4 million. In May, the Board designated the project eligible for Type 3 Transformative Assistance and directed Agency to negotiate a Type 3 agreement. 860 W. Sherwood Street – The Sherwood – Type 3: The Sherwood is a permanent supportive housing development located in the Shoreline District and is being developed by Northwest Real Estate Capital Corp. on City of Boise property. Phase I includes 48 affordable housing units, supportive services offices, community gathering space, a daycare facility, outdoor resident amenities, and parking, with 30 units reserved for households earning 30% of the area median income (AMI) or less. Future Phase II is anticipated to add 42 additional housing units and micro-retail space. Public improvements eligible for reimbursement include streetscape enhancements and major utility upgrades, with an estimated $747,000 in eligible expenses. The Board will consider a Type 3 Transformative Assistance designation in August 2026, with construction of Phase I anticipated to begin in fall 2026. Project Lead: Corrie Brending
INFRASTRUCTURE
Shoreline District Streetscape Design Standards. The Agency is partnering with the City of Boise Planning & Development Services Department to update the Downtown Boise Streetscape Standards Manual. The update will include all streets within the Shoreline District Project Area and establish required streetscape design standards to guide redevelopment within the district. MOBILITY
Downtown Riverfront Improvements, Greenbelt, 9th St. to Americana Boulevard: This project will construct a second parallel pathway adjacent to the existing greenbelt to spur economic development, increase safety and capacity, and provide separate facilities for pedestrians and cyclists. This project will be a partnership with the City of Boise Parks and Recreation Department and adjacent property owners. The Request for Qualifications (RFQ) was published in April to hire a design team to develop alignment concepts and conduct community engagement. Two RFQs were received and reviewed, and the Agency contracted with GGLO. Project Lead: Toby Norton
PLACEMAKING
Shoreline Park Master Plan: This project will include a community-driven reimagining of Shoreline Park, in collaboration with City of Boise Parks and Recreation, that will prioritize transformational upgrades that catalyze private investment through redevelopment of the adjacent underutilized property. The plan will identify enhanced amenities that may include a stabilized boat ramp, retaining walls, revised vehicular connection to Shoreline Drive and Boise Greenbelt improvements, increased neighborhood connectivity, retail opportunities, and better recreational and emergency access into the Boise River. The Agency is in the pre-development stage working on an RFQ to hire a design team that will develop concepts and conduct community engagement. Project Lead: Toby Norton
