News & Notes

The Capitol and Main Garage Membrane Replacement Project is complete.

ECONOMIC DEVELOPMENT

1010 Jefferson: The Agency is redeveloping 1010 W. Jefferson St. into a multi-story, mixed-use building with approximately 446 parking stalls and active ground-floor uses. The $30 million parking system revenue bond closed on July 8, and the Agency’s trustee, Zion’s Bank, received the bond proceeds, which represent the majority of the project funding. On July 13, the Board approved the final construction contract amendment and Okland Construction commenced work on July 17. Crews continue placing footings and grade beams, installing underground utilities, and backfilling around foundation work. Columns are being poured as the project transitions to vertical construction, with the first Level 2 slab pour anticipated in November.

The Treasure Valley YMCA will own and occupy one of the ground-floor condominiums for the Kissler Family Early Education Center. In February 2026, the Board approved an Amended and Restated Reservation Agreement with the YMCA. In November 2025, the Board approved a real property disposition policy and authorized a Request for Proposals (RFP) for the remaining five ground-floor commercial condominiums. One response to the RFP was received by the deadline but was deemed incomplete. As a result, the RFP process was closed, and the Agency issued an RFP for brokerage services. On August 10, 2026, the Board selected Story Commercial LLC to perform those services. CCDC and YMCA are negotiating an Option and Purchase and Sale Agreement and Story Commercial LLC is preparing marketing materials for targeted buyer outreach. Project Lead: Alexandra Monjar

Opportunity Zones

Idaho’s Opportunity Zone Advisory Council has submitted its recommended census tracts to Governor Little for consideration under the federal Opportunity Zones 2.0 program, including several tracts within CCDC urban renewal districts. In May, CCDC submitted a letter of support endorsing the City of Boise’s recommended nominations, citing the opportunity to leverage existing public investments and attract additional private capital for housing, employment, infrastructure, and redevelopment. The Governor will submit Idaho’s final nominations to the U.S. Treasury later this year, with approved designations taking effect in 2027.

PARKING & MOBILITY

ParkBOI Rate and New Products: The Board adopted Resolutions 1963 and 1970, approving adjustments for rates with an effective date of August 1, 2026, and a staggered adjustment for hotel overnight rates and reserved stall rates beginning January 1, 2027, and culminating January 1, 2028. . Project Lead: Zach Piepmeyer

ParkBOI Security Camera Upgrades: Current security camera coverage in ParkBOI garages is limited to vehicle gate locations, the BikeBOI storage facility, and select pay-on-foot stations. Existing camera technology is outdated, and the current video management system has limited functionality and relies on on-site video storage. The Agency plans to replace the existing system, expand camera coverage across all facilities, and implement a cloud-based video management system with enhanced video search, access, and sharing capabilities. Cator Ruma has been selected to support development of system specifications, system acquisition, and installation. Services include assessing existing facilities, preparing construction documents, assisting with an Invitation to Bid (ITB) for camera vendors, supporting vendor selection, and supporting installation of the new system. Cator Ruma submitted Preliminary Design documents to the Agency on April 30, 2026, and Final Design documents in August 2026. An Invitation to Bid was advertised on August 30, 2026.  A pre-bid meeting and site tour was held on September 9, and a bid opening was held on September 30, 2026.  Four bids were received by the deadline.  Staff will bring a recommendation to the Board at the November 2026 Board meeting. Project Lead: Zach Piepmeyer

ParkBOI Marketing Campaign: With the adoption of new and expanded ParkBOI pass products at the April 2026 Board meeting, the Agency is developing a marketing campaign to increase awareness and educate individual parkers, business owners, and prospective downtown commercial tenants about the ParkBOI system parking opportunities and the value that ParkBOI provides to the community. This effort included revisions to the ParkBOI.com website and targeted outreach to various audience groups. Staff will be performing secondary outreach efforts in fall 2026 to reach additional customers. Project Lead: Zach Piepmeyer & Lana Graybeal

ParkBOI 2026 Structural Condition Assessment:  Every five years, the Agency engages a structural engineer to visually inspect all ParkBOI garages. Under this effort, the engineer evaluates all observable forms of deterioration present in the garage, generates a report of their findings, and prepares a list of recommended repair work. This list of repair work then informs the Agency’s parking capital improvements program. The most recent condition assessment was performed in 2021/2022. Out of that effort came numerous projects such as structural concrete repair work at 10th & Front. Walker Consultants was selected through an RFQ process to perform the 2026 condition assessment. The Agency anticipates the condition assessment being completed in late 2026. Project Lead: Zach Piepmeyer

ParkBOI Parking Operator Procurement: The parking operator contract expired on September 30, 2026. In anticipation of this, the Agency released a Request for Qualifications for Parking Operator to on May 6, 2026. Statements of Qualifications (SOQ) from prospective operators were due to the Agency on June 16, 2026. Four (4) firms submitted SOQ by the deadline. An evaluation committee consisting of Agency employees, a City of Boise representative, a BSU representative and the ownership partner at the 11th & Front garage evaluated the SOQs and ranked respondents. The Car Park was unanimously identified as the top-ranked firm. The Board approved the RFQ ranking at the August 10, 2026, Board meeting. Staff then negotiated a new Parking Operations Agreement, which took effect October 1, 2026. Project Lead: Zach Piepmeyer

9th & Front Stair Tower Enclosure and Elevator Modernization: This two-part project at the 9th & Front ParkBOI parking garage consists of the modernization of three elevators and the enclosure of the two stair towers. An assessment completed in early 2024 determined that the three existing parking garage elevators are approaching the end of their service life and need modernization. The garage also exhibits two external stair towers with open-air designs that require regular maintenance to ensure the structural integrity and safety of the towers. In 2025, Cushing Terrell was selected as the design professional of record and Andersen Construction as the CM/GC. This project aims to protect and extend the lifespan of CCDC’s assets, while improving the functionality of the property and ensuring a safe environment for all users.

Construction is progressing  on the west stair tower, with the foundation work now complete.  The west tower elevator and stairs remain closed to pedestrians, with pedestrian access rerouted to the east stair tower on 8th Street.  Elevator modernization work is ongoing in the west tower, with crews completing rust remediation and installing new equipment.  Andersen Construction will now shift foundation work to the east stair tower, beginning excavation for new footings and preparing the foundation for the new structural steel frame.   Project Lead: Kassi Brown

11th & Front Repairs Project:  This project includes a series of Tier 1, 2 and 3 repairs originally identified in the 2022 KPFF Structural Condition Assessment of the 11th & Front garage. KPFF has been selected from the On-Call Structural Engineering roster to assess the condition of the garage, perform design services for needed repairs, prepare bid documents, assist with bidding, and perform construction administration of the project. KPFF is currently preparing preliminary design documents. Project is anticipated to be constructed in spring/summer 2027.  A reimbursement agreement between CCDC and its ownership partner (Stoddard 1101 Front, LLC) identifying roles, responsibilities and cost share details will be proposed to the Board at the November 2026 meeting. Project Lead: Zach Piepmeyer

Capitol & Main Garage Membrane Project: KPFF is the design engineer for this project and will also provide construction administration services until project completion. In the design, a roof top closure gate is being added to help prevent nighttime vandalism via burnouts on the roof. Level 5 of the garage will receive a full membrane replacement, and new parking line striping as well as structural repairs to the elevator tower walls and roof top columns, as well as water ponding repairs on the roof deck. Five bids were received on July 29, 2026, at 3pm, and Consurco was the lowest responsive bidder. Consent items will be presented at the August board meeting. The project was approved by the board and Consurco was sent a notice to proceed letter August 19, 2026, and mobilized September 8. The project has been underway and will be completed in Mid-October 2026. The Project is now complete, new parking lines have been painted; temporary cameras have been placed on the roof as well. The roof will also now be closed every night from 8pm to 6am to help prevent further burnouts at night.   Project Lead: Aaron Nelson

AGENCY OWNED PROPERTY

1111 W. State St.: Formerly known as Block 69 North, this half-block parcel was acquired by the Agency through a land exchange with the YMCA in September 2024. Prior to the exchange, the previous owner cleared the property of all improvements. The property is currently vacant, and the Agency is using the property as a construction staging area in support of 1010 Jefferson. Project Lead: Aaron Nelson

IN THE COMMUNITY

CCDC Tours the New Downtown YMCA

The CCDC team recently had the opportunity to take a hard hat tour of the new Downtown YMCA, taking shape next to our 1010 Jefferson project.

Through our partnership with the YMCA, the new 1010 Jefferson facility will also be home to the Kissler Family Early Education Center, expanding access to early childhood education and supporting working families.

For generations, the YMCA has brought people together, providing safe, welcoming spaces where everyone can learn, grow, and connect. We’re proud to partner in projects that build on that legacy and strengthen our community for years to come.

CCDC at Boise State University

CCDC Project Manager, Corrie Brending, was invited to present to a class on Public Infrastructure at Boise State University’s School of Urban Studies and Community Development.

In an interactive presentation, she spoke to students about urban renewal as a vital tool for community development and CCDC’s impact on shaping Boise’s built environment and economic development. Corrie is a Boise State alumni, earning both her undergraduate and master’s degrees from the university.

Corrie is currently leading the Capitol Campus and The Sherwood participation program projects in the Shoreline District. These projects will expand housing, parking, and retail development in the neighborhood west of the university.
