1010 Jefferson is now under construction. The project’s official name was revealed at the groundbreaking ceremony on July 16 by CCDC project manager, Alexandra Monjar.

ECONOMIC DEVELOPMENT

1010 Jefferson: The Agency is redeveloping 1010 W. Jefferson St. into a multi-story, mixed-use building with approximately 446 parking stalls and active ground-floor uses. The $30 million parking system revenue bond closed on July 8, and the Agency’s trustee, Zion’s Bank, has received the bond proceeds, which represent the majority of the project funding. On July 13, the Board approved the final construction contract amendment and Okland Construction commenced work on July 17. Crews have since demolished the remaining hardscape improvements on the site and excavated the building pad to top-of-footing grade in preparation for the installation of rammed aggregate piers in early August.

The Treasure Valley YMCA will own and occupy one of the ground-floor condominiums for the Kissler Family Early Education Center. In February 2026, the Board approved an Amended and Restated Reservation Agreement with the YMCA. In November 2025, the Board approved a real property disposition policy and authorized a Request for Proposals (RFP) for the remaining five ground-floor commercial condominiums. The RFP was issued on January 7, 2026, with responses due April 7, 2026. One response was received by the deadline but was deemed incomplete. As a result, the RFP process was closed, and the Agency elected to dispose of the condominium spaces through a commercial real estate broker. The Agency issued an RFP for brokerage services on June 10, 2026, and received three responses. A recommendation for broker selection will be presented to the Board on August 10.Project Lead: Alexandra Monjar

1111 W. State St. (Agency Owned Property): Formerly known as Block 69 North, this half-block parcel was acquired by the Agency through a land exchange with the YMCA in September 2024. Prior to the exchange, the previous owner cleared the property of all improvements. The property is currently vacant, and the Agency is using the property as a construction staging area in support of multiple Agency Capital Improvements Projects throughout downtown. 821 W. State St. – Idaho Wheat Commission – PP Type 1:  The Board approved a Type 1 Agreement with the Idaho State Building Authority on August 11, 2025, for a four story, mixed-use building which will replace the Idaho Wheat Commissions existing office building and provide space for additional tenants. Public improvements include new sidewalks, trees, silva cell systems, streetlights, and bike racks. The project is nearing completion, and the Agency is reviewing the cost documentation required to issue reimbursement. Project Lead: Kassi Brown

INFRASTRUCTURE

Bannock Streetscape Improvements – 12th Street to 16th Street: This project includes streetscape improvements on both sides of Bannock Street between 12th Street and 16th Street to support connectivity for all modes of travel from the West Downtown neighborhood into downtown. The design aligns with ACHD’s Bannock Street Neighborhood Concept. To maximize public investment, the Agency has entered into an Interagency Agreement with ACHD to include ACHD’s planned pavement rehabilitation and the replacement of the underground Boise City Canal crossing under Bannock Street east of 14th Street in the project scope. CSHQA led the design effort, and McAlvain Construction is the Construction Manager/General Contractor (CM/GC). The improvements on Bannock Street between 13th Street and 16th Street were completed in September 2025 as part of the first phase of the project. The Agency obtained approval of GMP 2 for the final phase of improvements between 12th Street and 13th Street at the March 9 Board meeting. Construction reached substantial completion at the end of July, and the contractor is currently completing final punch list items in advance of final completion later this month.
