WHAT IS CCDC’S PLAN FOR THIS PROPERTY?
Beginning in December 2024, CCDC prepared the site for use as a construction storage and support yard for multiple downtown projects. The surface was regraded, and a site plan, access points, and fencing were installed. Agreements have been finalized with contractors who need this service.
Currently, the property supports these projects:
- Rebuild Bannock Street: 13th Street to 16th Street
- 8th Street Improvements: State Street to Franklin Street
- Kaixo Corner at 521 W. Grove Street
- 3rd Street Streetscape and Mobility Improvements
- Rebuild Capitol Boulevard Blocks: Boise River to Myrtle Street
While the Agency recognizes the importance of providing this support, we consider the use of the property temporary. With the new building at 1010 W. Jefferson scheduled for completion in 2027, the construction support yard is expected to remain in operation for approximately 24 months (January 2025–December 2027). However, this timeline is subject to change.
WHAT IS THE LONG-TERM PLAN FOR THIS PROPERTY?
The Agency has several options for the long-term use of 1111 W. State. Although the tax allocation area (Westside District) will sunset in September 2026, CCDC can continue to own and maintain the property. There is no deadline for the Agency to relinquish ownership, provided that any associated expenses can be covered with non-tax increment revenue.
Currently, the Agency is exploring redevelopment opportunities that align with our mission to ignite diverse economic growth, build attractive urban centers, and promote healthy community design. Housing and economic development are key areas of focus for CCDC, and this prime location has already attracted interest from both private sector investors and public agencies.
HOW DID CCDC AQUIRE THIS PROPERTY?
In August 2024, CCDC completed a long-planned land exchange with the Treasure Valley YMCA. As part of the agreement, the YMCA acquired ownership of 421 N. 10th Street for its new, state-of-the-art Downtown facility, while CCDC took ownership of 1111 W. State Street.
WHO MANAGES AND MAINTAINS THIS PROPERTY?
As the owner of this parcel, CCDC is responsible for managing its use, maintaining safety and security, and ensuring compliance with City of Boise code. The Agency regularly contracts with landscaping companies to assist with the maintenance of this and other properties.
