2023 Highlights


As we bid farewell to an extraordinary year, we’re thrilled to embark on the promising journey that lies ahead. 2023 was a year of milestones, successes, and community-driven progress. As we step into 2024, we reflect on the remarkable accomplishments of our transformative projects and express our deepest gratitude to the dedicated staff, whose passion and hard work have fueled our redevelopment initiatives. 2023 Highlights and Shout-Outs

CCDC Team Growth Accomplishments
  • Kassi Brown served as the Idaho Women in Architecture, Engineering and Construction (IWAEC) Secretary.
  • Amy Fimbel was promoted to the position of Senior Project Manager – Capital Projects.
  • Alexandra Monjar was promoted to the position of Senior Project Manager – Property Development.
  • Doug Woodruff participated as a panelist at the ULI Idaho: State Street Development Corridor event, where panelists shared current and future development projects along the State St corridor. 
  • Amy Fimbel participated as a panelist at the Idaho Women in AEC (IWAEC) 2023 Career Pathways Panel event, where she and four other panelists shared their journeys and career paths with other women in the AEC field.
  • Kathy Wanner graduated from Leadership Boise Class of 2023 in May.
  • Kathy Wanner and Amy Fimbel developed and presented a class on the “CM/GC Contracting Process in Idaho” to the Idaho Public Purchasing Association. The event, hosted live at Meridian City Hall as well as streamed statewide, was a resounding success.
  • Kathy Wanner attended the NIGP (National Institute of Governmental Purchasing) Annual Forum in Louisville, KY – a four-day networking and training conference of over 2,500 national and international public procurement professionals.
  • Joey Chen joined the Boise Urban Garden School Board of Directors in January 2023.
  • 2023 marks the 11th year Joey Chen has served on the Board of Directors for the Idaho Chinese Organization.
  • Jordyn Neerdaels was accepted into Leadership Boise Class of 2023-2025.
  • Jordyn Neerdaels served as the Board President for the Central Bench Neighborhood Association.
  • The Agency attended the following completed project tours: The Martha, Riverline Apartments, The Avery, The Local.
CCDC Team Civic and Professional Activities

Many of CCDC’s team members spend time beyond the office hours actively contributing to a myriad of civic and professional organizations by sitting on boards or volunteering time and expertise. Below is a short list of some of the organizations staff is involved in.

Project Accomplishments
  • The Agency’s Participation Program was recognized by the International Downtown Associations (IDA) and awarded the Excellence in Planning, Design and Infrastructure.
  • The Martha was recognized at the BOMA Idaho Building Excellence Awards Ceremony this year with an Excellence in Regulatory Advancement.
  • Jordyn Neerdaels and Doug Woodruff sat down with staff members from Reno’s Redevelopment Agency to share insights, success stories, and CCDC’s Five Year Capital Improvement Plan (CIP). The Reno team said the Agency’s CIP was the best they had come across in their research. It and the Participation Program Policy were said to be both inspirational and paramount in assisting them in reestablishing the agency in Reno.
  • The Agency received Platinum for their top performance and participation in Commuter Ride’s May in Motion.
  • The Agency continues construction on two of its largest and most complex projects – Rebuild 11th Street Blocks and Rebuild Linen Blocks on Grove Street. Together, these two projects cumulatively span 17 blocks and represent $30 million of public improvements in downtown Boise.
  • Rebuild 11th Street Blocks completed 9 out of 10 blocks of improvements including streetscape enhancements, a premiere bikeway for cyclists of all ages and abilities, utility upgrades, and road reconstruction on behalf of ACHD.
  • The project team collaborated with City of Boise Public Works Department to replace leaking and aging geothermal pipe in the 11th and Main St intersection as part of CCDC’s Rebuild 11th Street Blocks.
  • Rebuild 11th Street Blocks replaced an aging Boise City Canal structure between Main Street and Idaho Street to ensure that irrigation water continues to flow throughout the neighborhoods of Boise.
  • Collectively, 22,600 individual weekly construction update emails were sent for Rebuild 11th Street, Rebuild Linen Blocks on Grove Street, and Old Boise Blocks on Grove Street.
  • Coordination of private projects on 11th St minimizing conflict and maximizing construction efficiencies (shout out to Amy!)
  • Construction of the Fulton Street Streetscape Improvements project began, with the first block from 8th Street to 9th street completed.
  • Old Boise Blocks on Grove Street – following a three-year outreach and planning effort, the project has received all approvals and is under construction. This community driven infrastructure and placemaking project includes agreements with ACHD and Idaho Department of Labor to make improvements on behalf of our partners as well as an agreement with Arts & History to provide two public art installations. The project also includes fiber optic conduit expansion on behalf of the City of Boise and coordination of utility upgrades.
  • 521 W. Grove Public Space – CCDC is working in partnership with Parks and Recreation and Arts & History to provide a community public space which celebrates the cultural richness of one of Boise’s oldest neighborhoods.
  • Responses for our 521 W. Grove Street Public Space community engagement were very impressive with 935 respondents to the Online Community Survey and 122 in-person participants and 299 online responses to the Open House and associated survey.
  • Microsoft 365 Migration project and a massive shared-drive reorganization project completed for the Agency – we are officially on the cloud now!
  • Cross trained the Contracts Team on updating and editing the website allowing the team to write and post their own Bids and RFPs directly to the site.
  • Implemented a cloud-based library for Agency photos and image management.
  • Sponsorships of State of Downtown, Mayor’s State of the City, BVEP Economic Summit, and the Boise Metro Chamber’s Leadership Conference.
  • The Agency sponsored a Boise Game Day Shuttle Stop along 11th Street to help bring football fans down to the area during construction.
  • A really successful collaboration with Treefort and their planning team to ensure festival goers had a great experience and were safe when navigating 11th Street construction.
Participation Program Accomplishments
  • The Participation Program application forms were rebranded to match the 2022 policy update.
  • Property Development Project Managers issued $569,208 in Type 1 Reimbursements, which supported the completion of the following projects: Offices at Main & Fairview, West End Food Hub, KDP Corporate Headquarters, 5th & Grove Office.
  • T4 Agreement with St. Luke’s Health Systems – completed construction of the transit station located at Fairview Ave and 27th St.
  • T4 Agreement for 1103 W. Lee Street – 11th & Lee (“Riverline Apartments”) – construction of this 48-unit mixed-use housing project is complete and lease-up is underway.
  • T4 Agreement for The Broadstone Saratoga at 1210 W. Grove St. was approved and construction is underway.
  • Wilson Station is the first Participation Program project in State Street URD and first Affordable housing Type 3 project (advanced partnership made possible by recent revisions to PP policy to incent affordability).
  • New Path 2 is the second Affordable housing development to utilize the updated T3 program.
  • Capitol Student Housing is the first Participation Program project in Shoreline URD.
  • Participation Agreements approved: Smith Block Building (WS T1), Capitol Student Housing (Shoreline T2), 16th & State (WS T2), KDP Headquarters (30th St T1), The Local Fairview (30th St T2), West End Water Renewal (30th St T4), 12th & Idaho (WS T2), Broadstone Saratoga (WS T2), New Path 2 (30th St T3), Wilson Station (State St T3).
  • Approving policy exception for Block 68 projects to allow the project to continue to progress in difficult market conditions and amending DDAs.
  • Acquisition of parking lot at 10th and Jefferson to assemble parcels for Block 68 project.
  • T4 Agreement with City of Boise Public Works for public infrastructure improvements associated with the new Fire Station #5 is approved and construction is underway.  
  • T4 Agreement with Boise City Department of Arts & History for Hayman House Artwork and Historic Signage is approved and work is underway.
  • T4 Agreement with City of Boise Parks and Recreation for improvements associated with CW Moore Park is in the works.
  • T4 Agreement with City of Boise Public Works for safety, mobility and wayfinding improvements adjacent S. 8th Street and the Greenbelt is in the works. 
  • T4 Agreement with Boise City Department of Arts & History for Public Art focusing on Old Boise’s Canal and Agricultural Past is approved and the artworks are in process.
  • T4 Agreement with Boise City Department of Arts & History for Public Art Traffic Box Wraps is approved, and the artworks are in process.
  • T4 Agreement with Boise City Department of Arts & History for Public Art Deferred Maintenance is in process.
  • T4 Agreement with Boise City Department of Arts & History for Grove Street Interpretive Signage is in process.
  • T4 Agreement with Boise City Department of Arts & History for Public Art at 521 W. Grove Street Public Space is approved and the artwork is in process.
