Capital City Development Corporation Invites Proposals for Housing in West Downtown
 
BOISE, Idaho – Tuesday, October 20, 2020 – Capital City Development Corporation (CCDC) has issued a Request For Qualifications-Proposals (RFQ-P) for an infill housing development project just west of Downtown Boise.
 
Located at 1721 (formerly 1715) W. Idaho St., the 17,500 square-foot parcel was acquired by CCDC in July 2020 to support Boise’s growing housing needs and bring new units to downtown in the next two years. The property, an undeveloped surface lot, is inside CCDC’s Westside Urban Renewal District boundaries​.
 
The RFQ-P document and other related materials are available to download at www.ccdc.agency. Proposals should be submitted to the Agency by 5 p.m. on Friday, December 18, 2020.
 
“Our involvement with this infill project is part of a larger effort to increase housing options for residents at all income levels,” CCDC Executive Director John Brunelle said. “This parcel is underutilized, as are other nearby properties, with great potential for mixed-income housing in a desirable location.”
 
Developers can plan any type of housing serving people of any income level in their proposals. However, CCDC is encouraging proposals that target middle-income families’ housing needs. Middle-income families are defined as earning between 80 to 100 percent of the Area Median Income (AMI) — approximately $48,000 to $60,000 annually for a two-person household. A mixture of units targeting multiple income levels falls within the parameters suggested by CCDC, especially if that mixture helps a proposed project’s financial feasibility.
 
Other guidelines suggested by CCDC for proposals include a preference for architecture design that blends into the surrounding neighborhood and incorporating features that enhance the pedestrian experience.
 
CCDC worked with the West Downtown Neighborhood Association and other regulatory agencies in preparing the RFQ-P. The agency plans to take board action on the proposals in early 2021, with awarding of an Exclusive Right to Negotiate (ERN) at that time. 
 
This is the fourth time CCDC has employed the public disposition and development agreement process since 2014. Recent CCDC RFP’s led to the construction of several mixed-use developments including The Afton Condominiums and the Kiwi Shake and Bake Restaurant; The Watercooler Live/Work building and Txikiteo restaurant; and the Ash Street Townhomes
 
The purchase of 1721 W. Idaho is the latest in a series of investments the agency has planned and executed in its Westside District. CCDC is currently creating a half-block park at 11th and Bannock; a new protected bikeway on 11th Street spanning from Washington Street to the Boise River Greenbelt; and expansion of the Westside District boundary to include support for Boise Public Schools.
