
Jimmy Hallyburton
Commissioner
Jimmy Hallyburton was born and raised on the rural edges of NW Boise. Other than four years living on the road while fighting fires on a U.S. Forest Service Hotshot crew, he has considered Boise “home” his entire life.
Jimmy emerged as a leader in the Boise community when he started a nonprofit called the Boise Bicycle Project when he was 25 years old. During his tenure as BBP’s Executive Director, he helped fix and distribute over 20,000 bicycles to children and families in need, worked with the City of Boise, ACHD, and the State of Idaho to create safer streets for walking and biking, and helped establish the thriving bicycle community that Boise is today.
Jimmy was elected to his first term on Boise City Council in 2019 and was sworn into office in January of 2020. He often calls those first few years “trial by fire” and the most intense “learning experience” of his life. He is tremendously proud of his work and the City’s efforts during this period to ensure Boise remained a safe and welcoming city where everyone could grow, thrive, and embrace their role in building a stronger community. During his first term, Jimmy helped construct and pass the 112 Mile Pathways Master Plan, the Modern Zoning Code, Vision Zero Plan, and the Climate Action Roadmap. He led efforts to turn 8th Street into a public space, advocated for regional rail, broadened support for refugee resettlement, and established greater protections for renters during a growing national housing crisis.
During his second term on Boise City Council, Jimmy established a first-of-its-kind Traffic Fatality Review Task Force, opened Boise's first affordable housing land trust project, created a new Youth Roadmap Initiative to empower teens and youth in shaping their city, approved and opened Boise’s 100th park, and helped bring the first fire station to NW Boise.
In addition to serving on Boise City Council, Jimmy teaches Language Arts and Mechatronics at the College of Western Idaho, is completing a Master’s in Organizational and Global Leadership at Gonzaga University, and is serving as an Eisenhower Fellow in the Zhi-Xing program, an effort to foster relationships and innovation between the U.S. and China.
Jimmy’s diverse leadership roles and experiences continue to reinforce his belief in the power of teamwork, creativity, and deep collaboration to create positive change.
